TRI is a “value added” strategy for high profile programming already scheduled for national broadcast on public television; it does not produce original shows. TRI’s 1998 selections primarily addressed black/white issues, but in 1999 the project increasingly focused on encouraging the national and local broadcasts of programs that reflected the nation’s racial and ethnic diversity. In so doing, each pilot community began to create their local “strand” of Television Race Initiative programs.
